The Independent Construction Industry Rating Tool (ICIRT) is a star-rating system that measures the capability, reliability, and trustworthiness of developers, builders, and other construction industry professionals.

It was introduced as part of NSW’s building reform strategy, driven by the NSW Building Commissioner, to solidify public trust in the sector.

The certification is independently administered by Equifax and provides a transparent, evidence-based assessment of a company’s overall performance and stability.

ICIRT uses a 1-to-5 star rating system, with five stars representing the highest level of verified capability and trust.

The assessment involves a deep data dive, examining:

  • Financial stability. Is the company solvent and well-capitalised?

  • Governance and management. Are there strong leadership and oversight structures?

  • Regulatory compliance. Has the company met its legal and safety obligations?

  • Project delivery. Has it consistently delivered projects on time and to standard?

  • Stakeholder feedback. What do clients, suppliers, and other industry participants say?

ICIRT checks if a company is financially sound, and it looks at whether the business has the people, systems, and processes to consistently deliver safe, high-quality projects on time.

For buyers, investors, and regulators, the ICIRT star rating is a reassurance tool, helping you reduce the risk of dealing with poorly managed or financially unstable developers.

If you are dealing with a developer or builder without an ICIRT rating, it may indicate that they are avoiding this level of transparency, leaving you with little independent assurance of their quality or reliability.

ICIRT is voluntary. This means companies who choose to be rated are confident enough in their capability and standards to undergo independent scrutiny

The NSW Building Commissioner also uses ICIRT to identify “trustworthy developers”, giving them access to fast-tracked project approvals and fewer regulatory hurdles.
